Bruce Millar
Chair
Bruce has been a Board member since 2017, serving as Secretary/Treasurer, Vice-Chair, and now Chair. He and his family have lived in Metcalfe since 1995, following his retirement from the Military. Bruce has enjoyed a diversified career with experience in the areas of financial and managerial accounting, enterprise risk management, international financing, investing, strategic planning, leadership, and governance. He currently teaches accounting and finance in the undergraduate and graduate (MHA and MBA) programs with the University of Ottawa's Telfer School of Management, The Sprott School of Business at Carleton University, and Nipissing Universit.
Jennifer Milburn
Vice Chair and Chair, Quality Committee
Jennifer joined the WDMH Board in 2021 and is looking forward to this community involvement, having recently moved with her husband and daughters to the Winchester area in 2020. She has extensive experience in health administration, maternal/child health, laboratory medicine, and public health as the Executive Director of Newborn Screening Ontario at CHEO. She has also filled leadership roles in CHEO’s COVID-19 response, BORN Ontario, and on the Board Finance Committee of the Ottawa Birth and Wellness Centre. Jennifer has an undergraduate degree in Biology and Biotechnology from Carleton University and a Master of Health Administration from the University of Ottawa.
Annik Blanchard
Treasurer
Annik is a Chartered Professional Accountant and Partner at BDO Canada LLP with more than 20 years of experience working with not-for-profit and public sector organizations. Annik has felt a dedication toward the health sector and WDMH for many years, having experienced the services provided by the Hospital since her youth. Annik is proud to be a member of the board and undertakes the role with a dedication to upholding the level of service she has received.
During her free time, Annik promotes the importance of financial literacy through CPA Canada and volunteers with patrols and as a board member for Embrun Watch. Annik is a past audit committee member of the Ottawa Carleton District School Board and of the Girl Guides of Canada. She was also named as a 2018 Forty Under 40 recipient in Ottawa. When she is not volunteering or giving back to the community, you can find her spending time with her husband and three children, walking their dogs, or playing board games as a family.
Andrea Jewell
Andrea is a Registered Nurse, who holds a Clinical Director position with Bruyère. Her career began in a rural Quebec hospital working in the areas of medicine-surgery, obstetrics, and long-term care. She has since held a variety of positions in public health, primary care, education, and professional practice. Andrea is a member of the Canadian Nurses Association and the College of Nurses of Ontario. In 2014, she was elected to the board of the College of Nurses of Ontario (CNO) and served two consecutive terms. For as long as Andrea can remember, she has wanted to be a Registered Nurse. No matter the role she holds within health care, Andrea believes that she is in service to people – and that is what she loves!
Tamara Williams
Tamara started her career as a physiotherapist but has spent most of her healthcare years analyzing data and implementing data capture systems for the Canadian Institute for Health Information. Tamara now divides her time between her husband’s business continuity planning business and her own health coaching practice. When she isn’t taking courses to feed her myriad of interests, Tamara runs and volunteers with the Russell Run Club, logs many hours on her bike and knits up a storm. Tamara and her husband live in Metcalfe which they have called home for over 20 years.
David Wattie
David started his volunteer path with WDMH on the Patient & Family Engagement Committee. He took on the role of Co-Chair of that committee and was excited to join the Board in 2015. David has had experience in insurance, management and children's programs. He currently operates Wattie Karate, as well as teaching first aid and lifeguarding programs. He also serves as the Chair of the Board of Directors of Camp Kagama, a local children's summer camp. David holds a bachelor’s degree in mathematics from SUNY Potsdam and brings not-for-profit, governance and leadership experience to the Board. David currently resides in Morrisburg with his wife and two children.
Michelle Perry
Originally from Newfoundland, Michelle is now at home in Richmond. Prior to embarking on a career in law, Michelle’s life found her teaching in a public college in Nain, Labrador, and for five years her voice was heard over the radio airways in Newfoundland as a radio announcer. Michelle attended Memorial University of Newfoundland and Queen’s in Kingston and Herstmonceax, UK. In her spare time, you can find Michelle sailing on the Rideau Canal.
Eric Stevens
Eric is a retired public servant, having served as a lawyer for the Federal Department of Justice for many years. During his time serving, he advised on a broad range of matters including immigration law, citizenship law, prison law, and debt collection. For a while, he was responsible for the legal training of citizenship judges across Canada. He appeared in parliamentary committees on a number of occasions to explain legislative initiatives. He is married with three grown children. His various interests include tennis and spending time with family. He lives along the St. Lawrence River, between Morrisburg and Iroquois.
Steven Densham
Steve and his wife Adelle live in Avonmore where they raised their three, now adult, children. Steve, a recent retiree from Bell Canada in the field of Advanced Analytics, is currently a Councillor for the Municipality of North Stormont. An active community volunteer, Steve serves on a number of boards and committees including South Nation Conservation, Morningside Place retirement residence, SDSG Conservative Board, and North Stormont Amalgamated Recreation. Steve and his wife are strong advocates for local business and run the North Stormont Shop Local page. For Steve, a healthy community includes engaged individuals who appreciate the unique strengths and the potential in each other.
Brenda Toonders
Brenda is a consultant/project-driven specialist currently employed by our local Great River Ontario Health Team. She brings her background in helping improve both the delivery and administration of homecare for both publicly funded and private pay service providers to the team. With advanced skills in business management, planning, project management, quality and performance management as well as in-depth knowledge of the home and community care sector's challenges and opportunities, she is dedicated to supporting the transformation of health care to a more patient-focused, integrated care experience.
Bill Woods
Bill is a Client Solution Executive at Kyndryl Canada (an IBM Canada spin-off), responsible for leading large, multi-disciplinary teams, and integrating products and services required to meet clients' business needs and for the development of highly complex strategic outsourcing solutions. Bill brings advanced skills and experience in business management, strategic planning, quality, and performance management.
Tyson Roffey
Tyson is Vice President of Digital Health at Nova Networks and is an Adjunct Professor at Algonquin College, School of Health and Community Studies and at York University, Schulich School of Business. As a past hospital CIO and Privacy Officer Tyson brings advanced skills and experience in many areas, including implementation of Hospital Information Systems, risk management (cyber), healthcare administration and policy, and health system needs, issues, and trends. Tyson believes strongly in sharing knowledge and giving back and has been an active participant on several Boards and Committees such as The Ontario Caregivers Organization and Ronald MacDonald House. Most importantly, Tyson is motivated by his amazing wife and four children, along with a wonderful and supportive extended family.

Cholly Boland
Chief Executive Officer
Cholly Boland is President and Chief Executive Officer of Winchester District Memorial Hospital and Dundas Manor Long-Term Care Home. Cholly has held Chief Executive positions with hospitals and nursing homes in Orangeville, Arnprior and Northern British Columbia; and with a Community Care Access Centre in Northern Ontario. Cholly holds degrees from Queen's and Ottawa Universities and certificates from the Canadian and American Colleges of Health Executives. He is married and has two children.
Janie Desroches

Janie is a Registered Nurse who has worked in acute care, community and long-term care settings. She has also held leadership positions within the community sector and at Hôpital Montfort, leading clinical and patient support teams as well as various organizational initiatives. She holds degrees from McGill University, the University of Ottawa, and York University. She is married and has two children.
